4 Theory
Neurath has likened science to a boat which, if we are to rebuild it, we must rebuild plank by plank while staying afloat in it. The philosopher and the scientist are in the same boat....Analyze theory-building how we will, we all must start in the middle. Our conceptual firsts are middle-sized, middle-distanced objects, and our introduction to them and to everything comes midway in the cultural evolution of the race. In assimilating this cultural fare we are little more aware of a distinction between report and invention, substance and style, cues and conceptualization, than we are of a distinction between the proteins and the carbohydrates of our material intake. Retrospectively we may distinguish the components of theory-building, as we distinguish the proteins and carbohydrates while subsisting on them. (Quine, 1960, pp. 4-6)Theories are usually introduced when previous study of a class of phenomena has revealed a system of uniformities.... Theories then seek to explain those regularities and, generally, to afford a deeper and more accurate understanding of the phenomena in question. To this end, a theory construes those phenomena as manifestations of entities and processes that lie behind or beneath them, as it were. (Hempel, 1966, p. 70)A strong approach [to construct validation] looks on construct validation as tough-minded testing of specific hypotheses:heoretical concepts are defined conceptually or implicitly by their role in a network of nomological or statistical "laws." There is no mystery about it: the child who is familiar with books, ideas, conversation-the ways and means of the intellectual life-before he begins school, indeed, before he begins consciously to think, has a marked advantage. He is at home in the House of intellect just as the stableboy is at home among horses, or the child of actors on the stage. The epistemological part is the representation of the world in such a form that the solution of problems follows from the facts expressed in the representation. The heuristic part is the mechanism that on the basis of the information solves the problem and decides what to do. (McCarthy & Hayes, 1969, p. 466)Many scientists implicitly assume that, among all animals, the behavior and intelligence of nonhuman primates are most like our own. Nonhuman primates have relatively larger brains and proportionally more neocortex than other species... and it now seems likely that humans, chimpanzees, and gorillas shared a common ancestor as recently as 5 to 7 million years ago.... This assumption about the unique status of primate intelligence is, however, just that: an assumption. The relations between intelligence and measures of brain size is poorly understood, and evolutionary affinity does not always ensure behavioral similarity. Moreover, the view that nonhuman primates are the animals most like ourselves coexists uneasily in our minds with the equally pervasive view that primates differ fundamentally from us because they lack language; lacking language, they also lack many of the capacities necessary for reasoning and abstract thought. Consider four of the main functions addressed in theory and research on intelligence, and how they differ from one another.1. Biological. This type of account looks at biological processes. Moreover, different cultures may have different conceptions of intelligence, which affect what would count as intelligent in one cultural context versus another.4. Systems approaches. Systems approaches attempt to understand intelligence through the interaction of cognition with context. They attempt to establish a link between the two levels of analysis, and to analyze what forms this link takes. [br]b. 21 June 1891 Sondrio, Italyd. 9 January 1979 (?), Italy[br]Italian engineer who played a vital role in the use and adaptation of reinforced concrete as a structural material from the 1930s to the 1970s.[br]Nervi early established a reputation in the use of reinforced concrete with his stadium in Florence (1930–2). This elegant concrete structure combines graceful curves with functional solidity and is capable of seating some 35,000 spectators. The stadium was followed by the aircraft hangars built for the Italian Air Force at Orvieto and Ortebello, in which he spanned the vast roofs of the hangars with thin-shelled vaults supported by precast concrete beams and steel-reinforced ribs. The structural strength and subtle curves of these ribbed roofs set the pattern for Nervi's techniques, which he subsequently varied and elaborated on to solve problems that arose in further commissions.Immediately after the Second World War Italy was short of supplies of steel for structural purposes so, in contrast to the USA, Britain and Germany, did not for some years construct any quantity of steel-framed rectangular buildinngs used for offices, housing or industrial use. It was Nervi who led the way to a ferroconcrete approach, using a new type of structure based on these materials in the form of a fine steel mesh sprayed with cement mortar and used to roof all kinds of structures. It was a method that resulted in expressionist curves instead of rectangular blocks, and the first of his great exhibition halls at Turin (1949), with a vault span of 240 ft (73 m), was an early example of this technique. Nervi continued to create original and beautiful ferroconcrete structures of infinite variety: for example, the hall at the Lido di Roma, Ostia; the terme at Chianciano; and the three buildings that he designed for the Rome Olympics in 1960. The Palazzetto dello Sport is probably the most famous of these, for which he co-operated with the architect Annibale Vitellozzi to construct a small sports palace seating 5,000 spectators under a concrete "big top" of 194 ft (59 m) diameter, its enclosing walls supported by thirtysix guy ropes of concrete; inside, the elegant roof displays a floral quality. In 1960 Nervi returned to Turin to build his imaginative Palace of Labour for the centenary celebrations of Garibaldi and Victor Emmanuel in the city. This vast hall, like the Crystal Palace in England a century earlier (see Paxton), had to be built quickly and be suitable for later adaptation. It was therefore constructed partly in steel, and the metal supporting columns rose to palm-leaf capitals reminiscent of those in ancient Nile palaces.Nervi's aim was always to create functional buildings that simultaneously act by their aesthetic qualities as an effective educational influence. Functionalism for Nervi never became "brutalism". In consequence, his work is admired by the lay public as well as by architects. He collaborated with many of the outstanding architects of the day: with Gio Ponti on the Pirelli Building in Milan (1955–9); with Zehrfuss and Breuer on the Y-plan UNESCO Building in Paris (1953–7); and with Marcello Piacentini on the 16,000-seat Palazzo dello Sport in Rome. Nervi found time to write a number of books on building construction and design, lectured in the Universities of Rio de Janiero and Buenos Aires, and was for many years Professor of Technology and Technique of Construction in the Faculty of Architecture at the University of Rome. He was largely self-taught and learned mechanics from a copy of Nicholas Saunderson's lectures that had been lent to him. With the assistance of his younger brother, James, he built a series of unconventional clocks, mainly of wood. He was always concerned to reduce friction, without using oil, and this influenced the design of his "grasshopper" escapement. He also invented the "gridiron" compensation pendulum, which depended on the differential expansion of brass and steel. The excellent performance of his regulator clocks, which incorporated these devices, convinced him that they could also be used in a sea dock to compete for the longitude prize. In 1714 the Government had offered a prize of £20,000 for a method of determining longitude at sea to within half a degree after a voyage to the West Indies. In theory the longitude could be found by carrying an accurate timepiece that would indicate the time at a known longitude, but the requirements of the Act were very exacting. The timepiece would have to have a cumulative error of no more than two minutes after a voyage lasting six weeks.In 1730 Harrison went to London with his proposal for a sea clock, supported by examples of his grasshopper escapement and his gridiron pendulum. His proposal received sufficient encouragement and financial support, from George Graham and others, to enable him to return to Barrow and construct his first sea clock, which he completed five years later. This was a large and complicated machine that was made out of brass but retained the wooden wheelwork and the grasshopper escapement of the regulator clocks. The two balances were interlinked to counteract the rolling of the vessel and were controlled by helical springs operating in tension. It was the first timepiece with a balance to have temperature compensation. The effect of temperature change on the timekeeping of a balance is more pronounced than it is for a pendulum, as two effects are involved: the change in the size of the balance; and the change in the elasticity of the balance spring. Harrison compensated for both effects by using a gridiron arrangement to alter the tension in the springs. This timekeeper performed creditably when it was tested on a voyage to Lisbon, and the Board of Longitude agreed to finance improved models. Harrison's second timekeeper dispensed with the use of wood and had the added refinement of a remontoire, but even before it was tested he had embarked on a third machine. The balance of this machine was controlled by a spiral spring whose effective length was altered by a bimetallic strip to compensate for changes in temperature. In 1753 Harrison commissioned a London watchmaker, John Jefferys, to make a watch for his own personal use, with a similar form of temperature compensation and a modified verge escapement that was intended to compensate for the lack of isochronism of the balance spring. The time-keeping of this watch was surprisingly good and Harrison proceeded to build a larger and more sophisticated version, with a remontoire. This timekeeper was completed in 1759 and its performance was so remarkable that Harrison decided to enter it for the longitude prize in place of his third machine. It was tested on two voyages to the West Indies and on both occasions it met the requirements of the Act, but the Board of Longitude withheld half the prize money until they had proof that the timekeeper could be duplicated. Copies were made by Harrison and by Larcum Kendall, but the Board still continued to prevaricate and Harrison received the full amount of the prize in 1773 only after George III had intervened on his behalf.Although Harrison had shown that it was possible to construct a timepiece of sufficient accuracy to determine longitude at sea, his solution was too complex and costly to be produced in quantity. It had, for example, taken Larcum Kendall two years to produce his copy of Harrison's fourth timekeeper, but Harrison had overcome the psychological barrier and opened the door for others to produce chronometers in quantity at an affordable price. SUBJECT AREA: Textiles[br]fl. c.1770 England[br]English clockmaker who helped Richard Arkwright to construct his spinning machine.[br]John Kay was a clockmaker of Warrington. He moved to Leigh, where he helped Thomas Highs to construct his spinning machine, but lack of success made them abandon their attempts. Kay first met Richard Arkwright in March 1767 and six months later was persuaded by Arkwright to make one or more models of the roller spinning machine he had built under Highs's supervision. Kay went with Arkwright to Preston, where they continued working on the machine. Kay also went with Arkwright when he moved to Nottingham. It was around this time that he entered into an agreement with Arkwright to serve him for twenty-one years and was bound not to disclose any details of the machines. Presumably Kay helped to set up the first spinning machines at Arkwright's Nottingham mill as well as at Cromford. Despite their agreement, he seems to have left after about five years and may have disclosed the secret of Arkwright's crank and comb on the carding engine to others. [br]b. 1720 Parr (?), near St Helens, Lancashire, Englandd. 30 July 1812 Liverpool, England[br]English canal and dock engineer who was responsible for the first true canal, as distinct from a canalized river, in England.[br]Little is known of Berry's early life, but it is certain that he knew the district around St Helens intimately, which was of assistance to him in his later canal works. He became Clerk and Assistant to Thomas Steers and proved his natural engineering ability in helping Steers in both the construction of the Newry navigation in Ireland and his supervision of the construction of Salthouse Dock in Liverpool. On Steers's death in 1750 Berry was appointed, at the age of 30, Dock Engineer for Liverpool Docks, and completed the Salthouse Dock three years later. In 1755 he was allowed by the Liverpool Authority—presumably because his full-time service was not required at the docks at that time—to survey and construct the Sankey Brook Navigation (otherwise known as the St Helens Canal), which was completed in 1757. Berry was instructed to make the brook navigable, but with the secret consent and connivance of one of the proprietors he built a lateral canal, the work commencing on 5 September 1755. This was the first dead-water canal in the country, as distinct from an improved river navigation, and preceded Brindley's Bridgewater Canal by some five or six years. On the canal he also constructed at Blackbrook the first pair of staircase locks to be built in England.Berry later advised on improvements to the Weaver Navigation, and his design for the new locks was accepted. He also carried out in 1769 a survey for a Leeds and Liverpool Canal, but this was not proceeded with and it was left to others to construct this canal. He advised turnpike trustees on bridge construction, but his main work was in Liverpool dock construction and between 1767 and 1771 he built the George's Dock. His final dock work was King's Dock, which was opened on 3 October 1788; he resigned at the age of 68 when the dock was completed. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.This paper provides background information on the framework for the planning and control of public expenditure in the UK which has been operated since the 1998 Comprehensive Spending Review (CSR). It sets out the different classifications of spending for budgeting purposes and why these distinctions have been adopted. It discusses how the public expenditure framework is designed to ensure both sound public finances and an outcome-focused approach to public expenditure.The UK's public spending framework is based on several key principles:"consistency with a long-term, prudent and transparent regime for managing the public finances as a whole;" "the judgement of success by policy outcomes rather than resource inputs;" "strong incentives for departments and their partners in service delivery to plan over several years and plan together where appropriate so as to deliver better public services with greater cost effectiveness; and"the proper costing and management of capital assets to provide the right incentives for public investment.The Government sets policy to meet two firm fiscal rules:"the Golden Rule states that over the economic cycle, the Government will borrow only to invest and not to fund current spending; and"the Sustainable Investment Rule states that net public debt as a proportion of GDP will be held over the economic cycle at a stable and prudent level. Other things being equal, net debt will be maintained below 40 per cent of GDP over the economic cycle.Achievement of the fiscal rules is assessed by reference to the national accounts, which are produced by the Office for National Statistics, acting as an independent agency. The Government sets its spending envelope to comply with these fiscal rules.Departmental Expenditure Limits ( DEL) and Annually Managed Expenditure (AME)"Departmental Expenditure Limit ( DEL) spending, which is planned and controlled on a three year basis in Spending Reviews; and"Annually Managed Expenditure ( AME), which is expenditure which cannot reasonably be subject to firm, multi-year limits in the same way as DEL. AME includes social security benefits, local authority self-financed expenditure, debt interest, and payments to EU institutions.More information about DEL and AME is set out below.In Spending Reviews, firm DEL plans are set for departments for three years. To ensure consistency with the Government's fiscal rules departments are set separate resource (current) and capital budgets. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.To encourage departments to plan over the medium term departments may carry forward unspent DEL provision from one year into the next and, subject to the normal tests for tautness and realism of plans, may be drawn down in future years. This end-year flexibility also removes any incentive for departments to use up their provision as the year end approaches with less regard to value for money. For the full benefits of this flexibility and of three year plans to feed through into improved public service delivery, end-year flexibility and three year budgets should be cascaded from departments to executive agencies and other budget holders.Three year budgets and end-year flexibility give those managing public services the stability to plan their operations on a sensible time scale. Further, the system means that departments cannot seek to bid up funds each year (before 1997, three year plans were set and reviewed in annual Public Expenditure Surveys). So the credibility of medium-term plans has been enhanced at both central and departmental level.Departments have certainty over the budgetary allocation over the medium term and these multi-year DEL plans are strictly enforced. Departments are expected to prioritise competing pressures and fund these within their overall annual limits, as set in Spending Reviews. So the DEL system provides a strong incentive to control costs and maximise value for money.There is a small centrally held DEL Reserve. Support from the Reserve is available only for genuinely unforeseeable contingencies which departments cannot be expected to manage within their DEL.AME typically consists of programmes which are large, volatile and demand-led, and which therefore cannot reasonably be subject to firm multi-year limits. The biggest single element is social security spending. Other items include tax credits, Local Authority Self Financed Expenditure, Scottish Executive spending financed by non-domestic rates, and spending financed from the proceeds of the National Lottery.AME is reviewed twice a year as part of the Budget and Pre-Budget Report process reflecting the close integration of the tax and benefit system, which was enhanced by the introduction of tax credits.AME is not subject to the same three year expenditure limits as DEL, but is still part of the overall envelope for public expenditure. Affordability is taken into account when policy decisions affecting AME are made. The Government has committed itself not to take policy measures which are likely to have the effect of increasing social security or other elements of AME without taking steps to ensure that the effects of those decisions can be accommodated prudently within the Government's fiscal rules.Given an overall envelope for public spending, forecasts of AME affect the level of resources available for DEL spending. Cautious estimates and the AME margin are built in to these AME forecasts and reduce the risk of overspending on AME.Together, DEL plus AME sum to Total Managed Expenditure (TME). TME is a measure drawn from national accounts. It represents the current and capital spending of the public sector. The public sector is made up of central government, local government and public corporations.Resource and Capital Budgets are set in terms of accruals information. Accruals information measures resources as they are consumed rather than when the cash is paid. So for example the Resource Budget includes a charge for depreciation, a measure of the consumption or wearing out of capital assets."Non cash charges in budgets do not impact directly on the fiscal framework. That may be because the national accounts use a different way of measuring the same thing, for example in the case of the depreciation of departmental assets. Or it may be that the national accounts measure something different: for example, resource budgets include a cost of capital charge reflecting the opportunity cost of holding capital; the national accounts include debt interest."Within the Resource Budget DEL, departments have separate controls on:"Near cash spending, the sub set of Resource Budgets which impacts directly on the Golden Rule; and"The amount of their Resource Budget DEL that departments may spend on running themselves (e.g. paying most civil servants’ salaries) is limited by Administration Budgets, which are set in Spending Reviews. Administration Budgets are used to ensure that as much money as practicable is available for front line services and programmes. These budgets also help to drive efficiency improvements in departments’ own activities. Administration Budgets exclude the costs of frontline services delivered directly by departments.The Budget preceding a Spending Review sets an overall envelope for public spending that is consistent with the fiscal rules for the period covered by the Spending Review. In the Spending Review, the Budget AME forecast for year one of the Spending Review period is updated, and AME forecasts are made for the later years of the Spending Review period.The 1998 Comprehensive Spending Review ( CSR), which was published in July 1998, was a comprehensive review of departmental aims and objectives alongside a zero-based analysis of each spending programme to determine the best way of delivering the Government's objectives. The 1998 CSR allocated substantial additional resources to the Government's key priorities, particularly education and health, for the three year period from 1999-2000 to 2001-02.Delivering better public services does not just depend on how much money the Government spends, but also on how well it spends it. Therefore the 1998 CSR introduced Public Service Agreements (PSAs). Each major government department was given its own PSA setting out clear targets for achievements in terms of public service improvements.The 1998 CSR also introduced the DEL/ AME framework for the control of public spending, and made other framework changes. Building on the investment and reforms delivered by the 1998 CSR, successive spending reviews in 2000, 2002 and 2004 have:"provided significant increase in resources for the Government’s priorities, in particular health and education, and cross-cutting themes such as raising productivity; extending opportunity; and building strong and secure communities;" "enabled the Government significantly to increase investment in public assets and address the legacy of under investment from past decades. A switchboard as defined in the National Electrical Code is a large single panel, frame, or assembly of panels on which are mounted, on the face or back or both switches, overcurrent and other protective devices, buses, and, usually, instruments.
Switchboards are generally accessible from the rear as well as from the front and are not intended to be installed in cabinets.
The types of switchboards, classified by basic features of construction, are as follows:
1. Live-front vertical panels
2. Dead-front boards

The switchboard plays an essential role in the availability of electric power, while meeting the needs of personal and property safety.
Its definition, design and installation are based on precise rules; there is no place for improvisation.
The IEC 61439 standard aims to better define " low-voltage switchgear and controlgear assemblies", ensuring that the specified performances are reached.
It specifies in particular:
> the responsibilities of each player, distinguishing those of the original equipment manufacturer - the organization that performed the original design and associated verification of an assembly in accordance with the standard, and of the assembly manufacturer - the organization taking responsibility for the finished assembly;
> the design and verification rules, constituting a benchmark for product certification.
All the component parts of the electrical switchboard are concerned by the IEC 61439 standard.
Equipment produced in accordance with the requirements of this switchboard standard ensures the safety and reliability of the installation.
A switchboard must comply with the requirements of standard IEC 61439-1 and 2 to guarantee the safety and reliability of the installation.
Managers of installations, fully aware of the professional and legal liabilities weighing on their company and on themselves, demand a high level of safety for the electrical installation.
What is more, the serious economic consequences of prolonged halts in production mean that the electrical switchboard must provide excellent continuity of service, whatever the operating conditions.

Data Centers are a hot topic these days. No matter where you look, this once obscure aspect of infrastructure is getting a lot of attention. For years, there have been cost pressures on IT operations and this, when the need for modern capacity is greater than ever, has thrust data centers into the spotlight. Server and rack density continues to rise, placing DC professionals and businesses in tighter and tougher situations while they struggle to manage their IT environments. And now hyper-scale cloud infrastructure is taking traditional technologies to limits never explored before and focusing the imagination of the IT industry on new possibilities.

At Microsoft, we have focused a lot of thought and research around how to best operate and maintain our global infrastructure and we want to share those learnings. While obviously there are some aspects that we keep to ourselves, we have shared how we operate facilities daily, our technologies and methodologies, and, most importantly, how we monitor and manage our facilities. Whether it’s speaking at industry events, inviting customers to our “Microsoft data center conferences” held in our data centers, or through other media like blogging and white papers, we believe sharing best practices is paramount and will drive the industry forward. So in that vein, we have some interesting news to share.

Today we are sharing our Generation 4 Modular Data Center plan. This is our vision and will be the foundation of our cloud data center infrastructure in the next five years. We believe it is one of the most revolutionary changes to happen to data centers in the last 30 years. Joining me, in writing this blog are Daniel Costello, my director of Data Center Research and Engineering and Christian Belady, principal power and cooling architect. I feel their voices will add significant value to driving understanding around the many benefits included in this new design paradigm.

Our “Gen 4” modular data centers will take the flexibility of containerized servers—like those in our Chicago data center—and apply it across the entire facility. So what do we mean by modular? Think of it like “building blocks”, where the data center will be composed of modular units of prefabricated mechanical, electrical, security components, etc., in addition to containerized servers.

If we were to summarize the promise of our Gen 4 design into a single sentence it would be something like this: “A highly modular, scalable, efficient, just-in-time data center capacity program that can be delivered anywhere in the world very quickly and cheaply, while allowing for continued growth as required.” Sounds too good to be true, doesn’t it? It’s a concept video that came out of my Data Center Research and Engineering team, under Daniel Costello, that will give you a view into what we think is the future.
From a configuration, construct-ability and time to market perspective, our primary goals and objectives are to modularize the whole data center. Not just the server side (like the Chicago facility), but the mechanical and electrical space as well. This means using the same kind of parts in pre-manufactured modules, the ability to use containers, skids, or rack-based deployments and the ability to tailor the Redundancy and Reliability requirements to the application at a very specific level.

First and foremost, we had to reduce the capital cost per critical Mega Watt by the class of use. Some applications can run with N-level redundancy in the infrastructure, others require a little more infrastructure for support. These different classes of infrastructure requirements meant that optimizing for all cost classes was paramount. At Microsoft, we are not a one trick pony and have many Online products and services (240+) that require different levels of operational support. We understand that and ensured that we addressed it in our design which will allow us to reduce capital costs by 20%-40% or greater depending upon class.

As a result, Gen 4 can be configured to provide stripped down, low-cost infrastructure with little or no redundancy and/or temperature control. Let’s say an Online service team decides that due to the dramatically lower cost, they will simply use uncontrolled outside air with temperatures ranging 10-35 C and 20-80% RH. The reality is we are already spec-ing this for all of our servers today and working with server vendors to broaden that range even further as Gen 4 becomes a reality. For this class of infrastructure, we eliminate generators, chillers, UPSs, and possibly lower costs relative to traditional infrastructure.

Applications that demand higher level of redundancy or temperature control will use configurations of Gen 4 to meet those needs, however, they will also cost more (but still less than traditional data centers). We see this cost difference driving engineering behavioral change in that we predict more applications will drive towards Geo redundancy to lower costs.

Another cool thing about Gen 4 is that it allows us to deploy capacity when our demand dictates it. Once finalized, we will no longer need to make large upfront investments. Imagine driving capital costs more closely in-line with actual demand, thus greatly reducing time-to-market and adding the capacity Online inherent in the design. Also reduced is the amount of construction labor required to put these “building blocks” together. Since the entire platform requires pre-manufacture of its core components, on-site construction costs are lowered. This allows us to maximize our return on invested capital.

We intend to have our components built in factories and then assemble them in one location (the data center site) very quickly. Think about how a computer, car or plane is built today. Components are manufactured by different companies all over the world to a predefined spec and then integrated in one location based on demands and feature requirements. And just like Henry Ford’s assembly line drove the cost of building and the time-to-market down dramatically for the automobile industry, we expect Gen 4 to do the same for data centers. And did we mention that this platform will be, overall, incredibly energy efficient? From a total energy perspective not only will we have remarkable PUE values, but the total cost of energy going into the facility will be greatly reduced as well. How much energy goes into making concrete? Will we need as much of it? How much energy goes into the fuel of the construction vehicles? This will also be greatly reduced! A key driver is our goal to achieve an average PUE at or below 1.125 by 2012 across our data centers. More than that, we are on a mission to reduce the overall amount of copper and water used in these facilities. We believe these will be the next areas of industry attention when and if the energy problem is solved. Our sincerest hope is that Gen 4 will completely eliminate the use of water. Today’s data centers use massive amounts of water and we see water as the next scarce resource and have decided to take a proactive stance on making water conservation part of our plan.

Gen 4 design (even more than just containers), could reduce the ‘religious’ debates in our industry. With the central spine infrastructure in place, containers or pre-manufactured server halls can be either AC or DC, air-side economized or water-side economized, or not economized at all (though the sanity of that might be questioned). Gen 4 will allow us to decommission, repair and upgrade quickly because everything is modular. No longer will we be governed by the initial decisions made when constructing the facility. We will have almost unlimited use and re-use of the facility and site. We will also be able to use power in an ultra-fluid fashion moving load from critical to non-critical as use and capacity requirements dictate.

When Ray Ozzie wrote his Software plus Services memo it posed a very interesting challenge to us. The winds of change were at ‘tornado’ proportions. That “plus Services” tag had some significant (and unstated) challenges inherent to it. The first was that Microsoft was going to evolve even further into an operations company. While we had been running large scale Internet services since 1995, this development lead us to an entirely new level. Additionally, these “services” would span across both Internet and Enterprise businesses. To those of you who have to operate “stuff”, you know that these are two very different worlds in operational models and challenges. It also meant that, to achieve the same level of reliability and performance required our infrastructure was going to have to scale globally and in a significant way.

It was that intense atmosphere of change that we first started re-evaluating data center technology and processes in general and our ideas began to reach farther than what was accepted by the industry at large. This was the era of Generation 1. As we look at where most of the world’s data centers are today (and where our facilities were), it represented all the known learning and design requirements that had been in place since IBM built the first purpose-built computer room. These facilities focused more around uptime, reliability and redundancy. Big infrastructure was held accountable to solve all potential environmental shortfalls. This is where the majority of infrastructure in the industry still is today.

We soon realized that traditional data centers were quickly becoming outdated. They were not keeping up with the demands of what was happening technologically and environmentally. That’s when we kicked off our Generation 2 design. Gen 2 facilities started taking into account sustainability, energy efficiency, and really looking at the total cost of energy and operations.

No longer did we view data centers just for the upfront capital costs, but we took a hard look at the facility over the course of its life. Our Quincy, Washington and San Antonio, Texas facilities are examples of our Gen 2 data centers where we explored and implemented new ways to lessen the impact on the environment. These facilities are considered two leading industry examples, based on their energy efficiency and ability to run and operate at new levels of scale and performance by leveraging clean hydro power (Quincy) and recycled waste water (San Antonio) to cool the facility during peak cooling months.

As we were delivering our Gen 2 facilities into steel and concrete, our Generation 3 facilities were rapidly driving the evolution of the program. The key concepts for our Gen 3 design are increased modularity and greater concentration around energy efficiency and scale. The Gen 3 facility will be best represented by the Chicago, Illinois facility currently under construction. This facility will seem very foreign compared to the traditional data center concepts most of the industry is comfortable with. In fact, if you ever sit around in our container hanger in Chicago it will look incredibly different from a traditional raised-floor data center. We anticipate this modularization will drive huge efficiencies in terms of cost and operations for our business. We will also introduce significant changes in the environmental systems used to run our facilities. These concepts and processes (where applicable) will help us gain even greater efficiencies in our existing footprint, allowing us to further maximize infrastructure investments.

This is definitely a journey, not a destination industry. In fact, our Generation 4 design has been under heavy engineering for viability and cost for over a year. While the demand of our commercial growth required us to make investments as we grew, we treated each step in the learning as a process for further innovation in data centers. The design for our future Gen 4 facilities enabled us to make visionary advances that addressed the challenges of building, running, and operating facilities all in one concerted effort.
